The Cluj Regional Emergency Hospital is a strategic healthcare infrastructure developed within the Romanian Ministry of Health’s 2014–2020 programme, supported by the European Investment Bank. The initiative aims to strengthen healthcare infrastructure and reduce inequalities in access to medical services. Located in Florești, along the DN1 national road connecting Cluj-Napoca to Oradea, the hospital is conceived as a key medical hub for the region.
Designed between 2022 and 2023, the complex extends over approximately 178,000 sqm across eight levels. It will accommodate 849 inpatient beds, 19 operating rooms, 50 emergency beds, and an integrated system of outpatient, diagnostic and treatment facilities, addressing complex and highly specialised medical needs.
The architectural layout is based on a horizontal podium organising circulation and functional flows, with three inpatient towers structured around internal courtyards. These large glazed courtyards bring natural daylight into wards, corridors and operational areas, improving spatial quality and supporting patient well-being. The design adopts a flexible and multidisciplinary approach, moving beyond rigid departmental divisions and placing the patient at the centre of the care experience.
The relationship between interior and exterior spaces is a defining feature. On the west side, volumes rise from the podium in dialogue with the surrounding landscape, while on the east a recessed linear block is articulated by courtyards along the central corridor. The main entrance, located on the north façade, is marked by a large glazed hall that acts as the primary reception and distribution space.
The building’s identity reflects a balance between form and function. The podium features ventilated façades, while the towers are clad with prefabricated GRC modules composed of faceted panels aligned with the structural grid. This system enhances solar shading and creates a dynamic façade. Window openings are carefully designed to provide outward views while limiting solar heat gain.
Sustainability is a key driver of the project, developed in line with NZEB standards. Strategies include rainwater management, reduction of the heat island effect and landscape solutions with local, low-maintenance species, contributing to improved microclimate and environmental performance.
